COURSE OBJECTIVES

“Faced with an increasing number of service delivery protests, local governments should adopt the principles of King III, which includes the King Report on Governance for South Africa and the King Code of Governance Principles, to turn the tide on the increasing number of challenges they face.

While the audit outcomes report for 2007/8 issued by the Auditor-General Terence Nombembe, to Parliament painted a dismal picture of the state of municipalities, speakers at the Institute of Municipal Finance Officers (IMFO) Conference in October 2009 singled out challenges faced by Local government, such as fraud and corruption, a lack of financial mismanagement and funding constraints.

Good governance is key in addressing these challenges and King III will lead the way in meeting President Jacob Zuma’s assertion in his State of the Nation Address in February “that the government must work faster, harder and smarter.”
